The State Parliament’s role

The Lower Saxony State Parliament represents all Lower Saxony citizens. It is the only directly elected constitutional body at the level of the federal state. In the State Parliament a wide range of viewpoints and interests come together. The elected representatives debate issues that affect society as a whole. They then make decisions for Lower Saxony – primarily through the legislative process. Under the constitution, the State Parliament’s core responsibilities include exercising its legislative power, voting on the state’s budget, electing the minister president, contributing to forming a government and controlling executive power.
